Anne Laurent is a federal acquisition analyst with more than 30 years of experience leading research and reporting on the federal market and federal management.

In 2018, Anne founded The Acquisition Innovators Hub, LLC (acquisition-innovators.net)—an online forum, daily newsletter, and information source—supporting virtuous insurgents in pushing the boundaries of acquisition to transform the way government buys innovative capability to deliver services to the American people.

This year she unveiled the Federal Innovation Ecosystem Map and the associated Innovation Opportunities Scouting service. The map identifies innovation hubs, their department and program sponsors. It displays the scope of the ecosystem, revealing insights such as which organizations are nuclei of sub-ecosystems, how hubs are connected, and the number of OTA consortia owned by each consortium management firm (CMF). It provides a description of each hub, including tech interest areas, an operational explanation, background information, its url and that of its sponsor, and tags identifying the type of organization. In October, the map displayed 257 elements, including 28 active other transaction (OT) authority consortia, 17 Partnership Intermediary Agreement (PIA) organizations, and 89 government innovation support agencies.

In February 2019, Anne’s report, “Buying as One: Category Management Lessons from the United Kingdom,” was published by the IBM Center for The Business of Government (businessofgovernment.org).

Anne has been director of strategic initiatives at ASI Government. She led defense, aerospace and federal market analysis for Bloomberg Government, was executive editor of Government Executive magazine, directed CGI Federal’s Initiative for Collaborative Government, and was Senior Editor of Federal Times newspaper.

She is a National Academy of Public Administration fellow.
