Mr. Victor Deal is the Director of Contracts and Grants at the Universities Space Research Association, a private, nonprofit, science and technology corporation incorporated in 1969 under the auspices of the National Academy of Sciences.
He began his career in the U.S. Air Force at the Space and Missile Center in California, and was the Procuring Contracting Officer for a Global Positioning System program and the Deputy Chief of Contracts for the Oil Sector while deployed to Iraq. Afterwards, he worked in corporate finance as an investment banker at Bear, Stearns & Co. Inc. and FBR & Co. in New York, and then in management at McMaster-Carr Supply Company in New Jersey. He was then appointed Deputy Assistant Director of Procurement and Grant Compliance for the Recovery Accountability and Transparency Board in the District of Columbia until heading over to the Pentagon.
While at the Pentagon, he was the Acquisition Innovation Advocate for the Department of Defense, and managed Research & Development contracting policy from within what is now the Office of the Under Secretary of Defense for Acquisition and Sustainment. For his contributions to national security, to include coining the Commercial Solutions Openings acquisition model, he received the Office of the Secretary of Defense Medal for Exceptional Civilian Service — the Office of the Secretary of Defense’s highest-level career medaled award.
Victor graduated from the U.S. Air Force Academy with a B.S. in economics and legal studies, and holds an M.B.A. from Cal Poly Pomona.
